This role focuses on the delivery and enhancement of Advanced Learner Loans, ensuring their seamless execution and capitalising on new opportunities. Success in this role hinges on personal initiative, commitment to surpass contractual targets, and expertise in producing comprehensive reports and statistical analyses to evaluate operational activity effectively. 

The responsibilities extend to managing a diverse caseload of delivery partners across an array of programmes spanning various geographical locations, both regionally and nationally. Integral to the role is the development of long-term and meaningful relationships with key delivery partners and stakeholders, coupled with active marketing and promotion of our offer. Through the performance management of these delivery partners, meticulous attention will be given to ensuring that delivery activities align with funding regulations, performance management windows, audit compliance, and quality indicators that consistently surpass expected requirements. 

Responsibilities
  • Meet contractual performance for Advanced Learner Loans and subcontracted provision, surpassing financial revenue targets and exceeding all deliverables. Ensure accountability for the successful delivery of the contracts within the agreed budget and timelines. 
  • Collaborate effectively to ensure delivery staff consistently deliver exceptional teaching and learning experiences, surpassing national benchmarks. 
  • Work closely with internal quality assurance and compliance teams to guarantee learners achieve outcomes within planned timescales. 
  • Conduct regular performance reviews to manage and enhance the performance of operational staff. 
  • Cultivate and sustain excellent relationships with key delivery partners and stakeholders, ensuring their needs are met. 
  • Ensure the accurate and timely submission of learner information, promptly addressing anomalies for month-end claims. 
  • Facilitate the appointment of external partners following agreed processes. 
  • Effectively manage the financial performance of subcontracted provision, ensuring funds are paid accurately on profile. 
  • Disseminate information to delivery partners regarding their subcontract agreements, including safeguarding and Prevent initiatives. 
  • Monitor partner performance through regular performance reviews, compliance assessments, audits, sampling plans, and teaching and learning observations. 
  • Assist in the self-assessment and improvement planning process for partners. 
  • Develop, implement, and adhere to a robust Subcontractor Management Framework. 
  • Support the broader team in adhering to the ESFA Subcontractor Assurance Review. 
  • Provide senior leaders with comprehensive monthly reports on partner performance, encompassing financial, audit, and quality metrics. 
  • Any other reasonable/appropriate duties. 

Education /Qualification 
  • GCSE
Skills and Experience
Essential 
  • Proven ability to align program delivery with contract requirements and organisational strategic objectives.
  • Extensive experience collaborating with a diverse range of internal and external stakeholders.
  • Strong interpersonal skills to foster effective relationships with various stakeholders. 
  • Comprehensive understanding of contract management principles, with a track record of ensuring successful delivery within agreed budgets and timelines. 
  • Leadership experience in managing teams.  
  •  Ability to provide clear direction and information to team members, enabling them to fulfil their roles and achieve KPIs.  
  • Proficient in generating concise and detailed reports on various aspects, including spend, outputs, outcomes, finances, and risks. 
  • Knowledge of regulatory compliance, especially in relation to funding frameworks and educational provisions, with a proactive approach to adapting strategies accordingly. 
Desirable, but not essential:
  • Demonstrated experience overseeing the delivery of Adult Learner Loans and subcontracted provision.  
Additional Information
Salary: £40,000 - £42,000 per annum depending on experience
Location: Remote with National travel as required
Contract:  Permanent - Full Time
Hours: Monday to Friday 09:00 – 17:30
